Making a porch into a sunroom?

concerned neighbor asked:
We live in a condo with a homeowners’ association, and would like to enclose our back porch to make a sun room. While there is nothing in the rules and regs to prohibit this, we have to get approval from the HOA Board. We would use patio doors and windows to simply enclose an otherwise useless space of approx 20′ x 8′.

Can anyone give us some advice on presenting this idea in a simple manner that would not meet oposition?

The other or just clear on one side and closed much like venetian blinds but are made of glass on one side and closed much like venetian blinds but are made.
