Is there a way for me to help heat my room which was a solarium?

I live in PA, USA. The owner of the place of advertising as BR apartment with one of three room converted from a sun room to a bedroom. I thought it was fixed to it can cope with the cold, but my room is freezing, even if I turn the thermostat up to about 70 degrees and I have a heater little happening at the same time. I put up plastic and fleece on the windows to prevent air from coming, but it is not help. I can not sleep in my room because it's temperature about the same on the outside and my apartment is freezing, air leaks and I'm spending money to keep my room and the warm apartment. My landlord does not understand this and you say it the cold wave that happens but it is still when he is in the 30s and 40s I can not warm the room. So I ended up sleeping on the couch dealing with problems back. What should I do?

Go online and check your state or local codes tenants. See if there is a published guide for tenants. It is very possible that this is not even legal for the landlord to rent the place as a place of three rooms where the sun is not up to certain standards. For example, AC is not legal to hire a place that does not have adequate heating. It should be considered "habitable" If it does not codes then you can talk to the owner on the location of the room so he does. Otherwise, they may have to rent a two bedroom. Course they can start you .. but it does not look like the dose is very livable place anyway. I suppose you have other roommates and can not use one of the other rooms?
